Gloucestershire County Council is looking at a new approach to managing DIY waste at its household recycling centres.
No final decision has been made, with the proposal due to go through scrutiny before being considered by Cabinet.
Under the plans, small amounts of DIY waste, such as rubble, soil and fixtures from home projects, would still be accepted free of charge.
Charges would only apply to larger excess quantities, in line with government guidance.
The council says the aim is to make the service fairer, more efficient and financially sustainable, while keeping recycling centres accessible for everyday use.
If approved, income from the charges would be reinvested into local services and the impact would be monitored.
